I was asked to make one of these for someone HEHE!! I dont think ill want to sit there and solder all them leds!

Will the LED drivers burn up with all that voltage? Do you use heatsinks? What do you use?

I am guessing it is just displaying a 32 x 32 matrix at one time and then scanning through that - 32 times to give you the complete 32 x 32 x 32 display.
