I have no idea if it will work on everyone or how well it will work. If you think about it, if you programmed a chip to play back these movements, you could get rid of paralysis and there was a recent story of someone getting a chip implanted in their brain.

As for being safe, I am sure they would be since they would just have some sort of very high sensitivity transducers which would pick up the signal, as for sending a signal, I am sure that would be very low power also. I remember experimenting with a piezo electric stove lighter where you would click it while touching different parts of your wrist to get your fingers to move

I'm wary of how people conduct electrical experiments. There is a story of a 15 year old kid dying because he tried making a youtube video with a jacob's ladder:

Now that is a sad story.

I remember reading in silicon chip (an Australian electronics magazine) about building a jacobs ladder but you really do need to have loads of warnings for that sort of a project. I remember pulling apart a CRT monitor over 20 years ago and got a big zap! (I thought i was safe because it wasn't plugged in...)
